Dr. Philip L. Garrett, retired professor of Education, Counseling and Psychological Services at Kutztown University, died November 6, 2018 at Kutztown Manor.  Dr. Garrett, 91, was predeceased by his wife of 50 years, Dr. Peggy L. Garrett.  He is survived by his brother, Dean Garrett and niece, Kathy Chronister and nephew, Dean Garrett II.

Dr. Garrett was a psychologist at Kutztown University for many years.  He previously taught at Massanutten Military Academy in Woodstock, VA, Mercersburg Academy in Mercersburg, PA and York College in York, PA.

Born in Hanover, PA., he was the son of the late LeRoy E. and Lilly (Lohr) Garrett.  He proudly served his country in the U.S Navy during WWII.  Phil was a member of St. Paul's Lutheran Church in Fleetwood.  He was also a member of the Patmos Lodge #348 and Huguenot Lodge #377 of the Free and Accepted Masons of Pennsylvania, Senior Member of the Valley of Harrisburg of the Ancient Accepted Scottish 32 ^nd Degree Masons, York Rite Masonic Bodies, Zembo Shrine, High Twelve Club of Master Masons, East Penn Chapter # 336 Order of the Eastern Star, Sons of The American Revolution, East Penn Association of School Retirees, Association of Pennsylvania State Colleges and University Retired Faculties and Rotary Club of Fleetwood.

Dr. Garrett received a Bachelor's degree from Gettysburg College and his Master's and Doctorate degrees from Catholic University of America.

He enjoyed reading, travel and antiques.  Phil was an avid collector of antique pressed pattern glass.

In lieu of flowers, contributions may be made in Phil's memory to St. Paul's Lutheran Church 117 E.  Arch Street in Fleetwood, PA 19522.

A viewing will be held at 10 a.m. on Thursday, November 15, 2018 followed by the funeral service at 11 a.m. at St. Paul's Lutheran Church in Fleetwood.  Burial will be at Greenmount Cemetery in York, PA at the family's convenience.
