Robert A. Waters, age 78, of Fleetwood, passed away peacefully on Tuesday, October 1, 2024, at Penn State Health St. Joseph's. He was the husband of Sandra M. (Laub) Waters, with whom he celebrated 34 years of marriage. Born in Reading, Robert was the son of the late Howard O. Waters and Ethel M. (Fink) Waters.

A 1964 graduate of Fleetwood High School, Robert proudly served in the Air National Guard of Pennsylvania. He spent 35 years working at Heidelberg Cement Company in Evansville, PA, before retiring in 2008.

Robert, affectionately known as "Bob," cherished his time hunting and fishing, hobbies he enjoyed as a member of both the Oley Hunting Club and the Fleetwood Fish and Game Association. In his retirement he and Sandy loved to travel though the states and Europe.

In addition to his wife, Sandra, Robert is survived by his children: Kelly S. (Waters), wife of Ronald Brzezicki, of Reading; and R. Scott Waters, husband of Karen (Heller) Waters, of Blandon. He is also survived by his stepchildren: Todd Oswald of Reading, Tina Lockhart of Virginia Beach, Kim Brougher of Lehighton, Chris Oswald of Lawerenceville, and Lori Hafer of Fleetwood. Robert was a proud grandfather to nine grandchildren and four great-grandchildren. He is also survived by his brother, William H. Waters, of Fleetwood.

In keeping with the family's wishes, services will be private.
